Every 23 March, the World Meteorological Organization commemorates the coming into force of the Convention establishing the World Meteorological Organization on 23 March 1950.

Weather-ready, climate-smart is the theme of World Meteorological Day, 23 March 2018

In the recent years there has been an increasing amount of pressure imposed over the meteorologists around the world. The variations observed over the patterns of general weather systems as well as localised events, have called the attention of many whom look at meteorologists demanding answers. But they are just the visible face of a debate carried by many more fellow technicians, scientists and researchers, from inside academia and outside academia.

In a previous publication entitled “Climbing The Hill Of Development (by Diego Fdez-Sevilla, PhD.) Posted on July 27, 2016″, I have already talked about my thoughts in this subject:

Curiously enough, the kind of economy claiming to improve “green jobs” do not accommodate science as a sector in which the conditions are improving, and that is settled science for some.

Scientists have been put on the spot. Some enjoy it, others feel under pressure, in front of an audience looking for whom to blame from the result of political decisions. The image of “an united effort” should not only be political, it also should have a botanist, an edaphologist, a physicist, a chemist, an oceanographer, a climatologist, … and the outcome from such meeting, I am sure, it would not bring such a cheerful picture as from PARIS2015. There is nothing to celebrate when you identify a problem and moreover, if you feel the pressure from having to take the responsibility of dealing with it. It is like celebrating that there is consensus on that the roof of your own house needs to be replaced, you have to do the work and not only to not loose money but furthermore, generate profits.

So I want to use this space and the research published in my blog, to support the effort behind groups of people working around the world, and I want to contribute with this publication to extend the reach in the media for the message delivered by the WMO:

The ever-growing global population faces a wide range of hazards such as tropical cyclone storm surges, heavy rains, heatwaves, droughts and many more. Long-term climate change is increasing the intensity and frequency of extreme weather and climate events and causing sea level rise and ocean acidification. Urbanization and the spread of megacities means that more of us are exposed and vulnerable. Now more than ever, we need to be weather-ready, climate-smart and water-wise.

This is why one of the top priorities of WMO and National Meteorological and Hydrological Services (NMHSs) is to protect lives, livelihoods and property from the risks related to weather, climate and water events. Thereby, WMO and its Members support the global agenda on sustainable development, climate change adaptation and disaster risk reduction.

WMO and National Meteorological Services design operational services ranging from daily weather forecasts to long-term climate predictions that help society to be weather-ready and climate-smart. Further National Hydrological Services are essential for the sound management of fresh water resources for agriculture, industry, energy and human consumption, so that we can be water-wise. These services empower us to manage the risks and seize opportunities related to weather, climate and water.

Early warning systems and other disaster risk reduction measures are vital for boosting the resilience of our communities. Climate services can inform decisions on both climate change mitigation and adaptation. Hydrological monitoring increases our understanding of the water cycle and so supports water management.

“My research points to an increase of the energy pool in the atmosphere carried by water vapour as consequence of transformations induced in the composition and structure of the gaseous, liquid and solid phases of our environment, from increases of CO2 in the gaseous phase, transformations in energy sinks due to land cover management in the solid phase, and alterations over water cycles due to compartmentalization, inland water losses, acidification and pollution. An increase in the energy pool of the atmosphere explains ice loss in the Arctic, ice increase (at the moment) in the Antarctic (differences in land-ocean contrasts with NH), increasing number of events related with strong winds, water downpours and snow fall, heat waves and cold displacements moving crossing latitudes instead of having smooth transitions through longitudes.”

On Dec 31, 2017 I made comment on a post from a colleague Larry Cosgrove offering my interpretation over the dynamics unfolding between the end of 2017 and beginning of 2018. “I am considering the possibility of seeing a bouncing effect due to the imbalance between atmospheric rotation and cold dense masses of air. We might see some weird patterns in the near future concerning coriolis vs convective forcing in latitude and defragmentation in altitudinal signals towards the pole. Basically blocking resistance over land and mixing over the oceans til reaching a threshold moving mixing inland promoting storms with heavy snow. That would be my assessment for the present and near future for the end of 2017 beginning of 2018, and the period of increase in solar radiation at polar latitudes. Hope I make sense”

February 28, 2018 Arctic Warming as a Result of Convective Forcing DOI:10.13140/RG.2.2.34551.73125 https://wp.me/p403AM-1M0

The energy contained by Mid-Latitudinal masses of air is strong enough to work its way towards the North Pole generating warm anomalies in the Arctic at tropospheric and stratospheric levels.

The power expressed for such convective motion is enough to displace Cold Dense masses of air from the Arctic into lower latitudes. The feedback loop resultant addressed in previous assessments is showing throughout this winter 2018. Energy is being released from Latent Heat carried by water vapour at Arctic latitudes (as it can be seen in the Pacific and Atlantic intrusions) and more latent heat is also being released at Mid Latitudes with the intrusion of cold masses of air.

Altogether, convective motions moving towards the Arctic are triggering the release of Latent heat simultaneously in the Arctic and at Mid Latitudes.

The incoming energy released into the atmosphere has the potential of fuelling more convective motion in the atmosphere to the point of self perpetuation, inducing changes in the ENSO phase and all the other Indexes as well as promoting Heat waves towards the seasonal increase in Solar Radiation.

Since October 2013 I have been sharing assessments at weekly basis.

Such agenda has generated a calendar of assessments linking assessments over atmospheric dynamics and particular periods of the year. It is my belief that altogether there is a pattern built between all those assessments and periods of time. I would like to call the attention over specific locations and dynamics pointed out in my assessments over the atmosphere in order to contrast their consistency with current dynamics.

After leaving months, even years of time to expose my assessments for public discussion and review, once those have no faced any criticism or arguments refuting their value, I create a pdf file and a DOI publishing them at my profile in Researchgate. In order to maintain their genuineness and legitimate innovative nature, I keep its original state so those can be compared with any copy made by any third party at any time.
